Section 504 of the 1973 Rehabilitation Act is a federal nondiscrimination statute prohibiting discrimination on the basis of disability.


Consistent with Section 504, the Mat‐Su Borough School District (MSBSD) does not discriminate on the basis of disability in its educational programs, activities, or employment practices.

Section 504 requires the District to identify, evaluate, and determine if a student is a qualified individual who requires accommodation necessary to provide access to educational programs.

Parents are entitled to review educational records of their students under the Family Educational Rights and Privacy Act (FERPA). Applicable FERPA requirements are described in School Board Policy 5125 (Student Records), which is available on the District’s website or at the office of the Administrative Assistant to the School Board located at 501 N Gulkana, Palmer, AK 99645.

Parents or guardians who disagree with a Section 504 decision may file a grievance by mail or e‐mail with the Section 504 Coordinator at the MSBSD Equal Employment/Education Opportunity Office.

Parents or guardians who disagree with a decision involving eligibility for services or implementation of Section 504 plan accommodations may request a hearing before an impartial hearing officer by notifying the Section 504 Coordinator. The parent or guardian is entitled to participate in the hearing and be represented by counsel.
